This is a method for making a top-of-page link in a Google Site.
Go to another page, it can be a hidden page. Create a link to the first page. In order to make the link open in the same tab use the page picker to link it to the page: DO NOT paste in the URL of the page.
Use CTRL+C to copy the tile the link is in. On the first page use CTRL+V to paste it in.
A top of page link created using this method has been added below⬇️
